マッセイ大学エピセンターとの疫学的エビデンスに基づく政策立案の合同研修開催

2026年7月22日（水）から23日（木）にかけて、酪農学園大学（ハイブリッド）にてニュージーランドのマッセイ大学エピセンターと合同で、アジア太平洋地域国際獣疫事務局（WOAH）加盟国・地域の若手公務員、研究者、大学院生を対象に、疫学的エビデンスに基づく政策立案の合同研修「政策立案のための疫学的エビデンスの翻訳」が開催されました。

酪農学園大学獣医学群とマッセイ大学エピセンターは、それぞれ「食の安全」と「獣医疫学と公衆衛生」のWOAHコラボレーティングセンターとして指定されており、WOAHからWOAH加盟国・地域の人材育成とセンター間ネットワーク形成を委託されています。

本研修は、2023年に酪農学園大学で開催された獣医疫学研修において出された、公表疫学論文や疫学調査結果を用いた政策立案研修の要望を受けて設計された新たな取り組みで、農林水産省の支援を受けて実施されました。エピセンターからは、センター長であるナオミ・コガー教授と和田昌子研究員が酪農学園大学に来学し、獣医学群長・学類長への表敬訪問が行われました（写真１）。研修では、初日に家畜衛生、2日目に食品衛生に関する計8報の論文を用いて、対面とオンラインでグループワークを行いました。参加者は、多様な疫学的エビデンスを統合的に活用しながら、熱心に政策の立案に取り組みました（写真２，３）。

From July 22 Wed to 23 Thu, 2026, a joint training workshop titled “Translating epidemiological evidence for policy design” was held at the Rakuno Gakuen University (in a hybrid format), in collaboration with Massey University EpiCentre, New Zealand, for young government officials, researchers, and graduate students from the World Organisation for Animal Health (WOAH) Asia-Pacific Members.

The School of Veterinary Medicine at the Rakuno Gakuen University and EpiCentre at the Massey University have been designated as the WOAH Collaborating Centres for Food Safety, and Veterinary Epidemiology and Public Health, respectively; they have been commissioned by the WOAH to undertake capacity building for personnel of WOAH Members and inter-center networking.

 This training program was a new initiative designed in response to requests—raised during a veterinary epidemiology training course held at the Rakuno Gakuen University in 2023—for training on policy formulation utilizing published epidemiological papers and epidemiological survey results. This training program was supported by the Japanese Ministry of Agriculture, Forestry and Fisheries.

From EpiCenter, Center Director Professor Naomi Cogger and Researcher Dr. Masako Wada visited Rakuno Gakuen University and paid a courtesy visit to the Dean of the School of Veterinary Medicine and the Head of the Department (Photo 1). For the training, participants engaged in group work—conducted both in-person and online—using a total of eight research papers: the first day focused on animal health, and the second on food safety. They worked enthusiastically to formulate policies by comprehensively utilizing diverse epidemiological evidence (Photos 2 and 3).
